If I make things and sell them on ebay or similar from upcycled fabric, do they need to be tested or to have a CE certificate?

If you are making toys yes they have to bear the CE mark. If clothing for children you have to check the composition of the fabric for fire retardant etc.

What about items such as bags, book covers, etc?

Vintage fabric is unlikely to meet the REACH standards.

I would have said fine for bags but your best bet would be to check with Trading Standards for your area, that way you will have no surprises.

Does it vary by county? I would expect it to be same over the UK (and possibly across the EU at present).

It can vary slightly so worth checking with your own TS

Does anyone here have experience of using vintage fabrics to up cycle? If so, how do you deal with this?
