If I make a piece of jewellery following a design and instructions given out in a bead magazine can I then sell that piece of jewellery at a craft fair or am I breaking any laws?

You would need to contact the person who created the pattern and ask them. If someone has designed something, they automatically own the copyright to that design, and unless you have permission from them, then yes you are breaking copyright law.

Patterns will often have details about copyright ownership on them.
