Sorry I cant help, I have also wondered what the treasury is all about. So will be interested to hear what people say. I know there are a few more experienced etsy people on here that may be able to shed some light.

Basically when you go to the treasury page on Etsy you will see a number at the bottom. You can only get a treasury when the number goes below a certain amount - I think it's 333 now. So in theory there should only be 333 treasuries at one time but people hit the button to get one at the same time so there are always more.
How to get a treasury is more complicated than that so bear with me! You can only get one when the number goes below 333 so if you look and the number is 386 then you won't get one until 53 current treasuries have expired so it's not really worth hanging around to wait for one. If you look and it's at 337 then you only have to wait until 4 expire so it's worth waiting. So go to page 1 of the treasuries and look at those 4 treasuries that will be expiring next as it will tell you how long until the expire. You then have to wait until they expire before anything happens. Say it's 5 mins until all 4 expire. I scroll down to the bottom of the page - where it says you have to wait until it goes below 333 - and I wait. This is the most important thing to do - WAIT!!! You will be able to see that the treasuries are expiring at the top of the treasury page. You WILL have to wait longer than the 5 mins however because the page only updates once a minute or something like that. DON'T refresh the page as you will loose the spot! Just wait - but it's easier said than done. you will also have to keep looking at the page for a little box to appear - have you title for your treasury ready (I write it out into notepad and copy it so that all I have to do is paste it when the box appears) So write your title and click the button next to it - and voila - you should have a treasury. It will say that the treasury is full if you haven't got one and if you do then it will come up with boxes that you can put the items you want into. If the boxes come up but you can't put anything into them (it sometimes does this if there are lots of people accessing the treasury at once) then don't be scared of pressing refresh - it shoudl fix that little problem for you.

Right just read that back and I hope it makes sense!!! if not then I will try to find the Etsy guide to grabbing a treasury!! Or ask if anything is real blather

I do think it helps sales as buyers use the treasury as another way to shop - I certainly look through there to get ideas of what to feature on Cuteable. Also the treasuries are where the admin pick the front page from so if you get a treasury that has the right look (they seem to like light coloured treasuries) then you might get yourself some extra exposure.
