windy internet connections

Strange question this one. If you have a dial-up internet connection, is it affected by wind? That's wind as in weather, not beans!

We've noticed that if it's windy our connection is very patchy, it connects ok, but then goes slow, stops, works a bit, goes slow...very annoying.

As we're considering broadband, am I correct in assuming that with a dodgy phone line it will be a waste of money?
