Loud speakers, mega phone licence??

Does anyone know if you need a licence im guessing you do, but as it will only be used for half an hour around the streets advertisng a craft fair, do you know where to go for a licence?

I know about the music licence and have one of those, well had one as i was going to have a shop, its still vaild till next year,
