There are a few areound the net if google there are a few to choose from. I would be careful about using bead for dummy clips though, if they work loose they could be a choking hazard

I hate to sound daft, but if you already have some that you've bought, can't you tell how they're done...?

recent post about ribbon clips. (http://www.craftsforum.co.uk/showthread.php?60955-Ribbon-dummy-clip&highlight=dummy+clip)
I would strongly advise that you don't make beaded clips. Beads and babies do not mix. You would need insurance up to the eyes. Also if you talk to your local trading standards they will inform you of the legalities regarding such products. Just because they can be bought, does not mean they are legal or safe. There are certain standards that have to be met regarding materials used to make anything for children including asertaining the composition of fabrics, beads, paints etc.
