Jump ring bracelet

Hi i wonder if anyone can help i want to make an elastcated jump ring bracelet, and was wondering do you stretch the elastic then thread on the rings or leave it as it is and thread them on...
Any help would be greatly apprieciated

I buy the bracelet blanks, it takes away the aggro of threading the rings on elastic lol

I have some of these which I've bought and they seem to be constructed from a peice of chain with a string of elastic threaded through it and then all concertina'd up
(if you get what I mean!)
