How do you write a 'comment on this post'?

Sorry if I'm a bit thick, but I can't find anywhere to add a short sharp 'comment on this post' as you often see at the end of posts, rather than the full blown 'post reply'. What am I missing?? Also, can anyone tell me what 'rep power' is.

If you look on the right hand side of the above purple bar there's a pair of scales/Libra sign. click on that, type your comment, click again, then another message will come up and click on that one too, simples ttt :) Also, whenever you do this you're also adding to or taking away rep power (their 'reputation) as you agree or disagree with what that person says.

..if you want to add a comment/agree, click the scales on the pink bar at the top of the post. You can then type in your comment - and it will add to the posters' reputation (rep power). :)
