Scarf/Wrap Fringe

Does anybody know how this fringe detail is achieved?
The material is viscose....

With great difficulty and a lot of patience.

I would think you would have to fray it all the way up and then 'tie' each section of fringe. You would have to choose a loose weave fabric to start with.

It was cut off the loom with a lot of loose thread to start with, I reckon...
