I am considering starting a clothing alterations business locally. I will need an experienced seamstress of course and just wondering what the going rate of pay is for a seamstress? An hourly rate would be helpful to guage what the costs might be.

I have done alterations in the past and charged £25.00 per hour, that was however in the past and did not enjoy it so gave it up. This also depends on the area you are living in, will they come to you for alterations etc, are you supplying the machinery or using their own. Qualified or not. Perhaps try the local job centre for guidance and filling the post also the employment laws, if they come to you then PAYE and NIC employees contributions need to be taken into account. If they work from their own homes and are self employed then they can charge you what they want and you would have to negotiate.
