Glitter is just bits of shiny stuff cut up in small pieces.
Embossing powder must be made of some kind of metal hence it melting under the embossing heater gun thingy.

Glitter is shiny and looks pretty and comes in different size of grain.

Embossing powders are used with a heat gun to give a raised effect on images that have been stamped.
