Sizes of Cake and Bun Cases?

When a site gives the the diameter of paper cases is it the base or the top please?

I sit here with tape measure and bun cases:) how sad am I on a Saturday afternoon?

1) states 45 x25mm = 45 diameter across bottom x 25 height x 6mm across top (though that would stretch out with whatever you put in I guess)


2) states 25 x 15mm (petite four size) = 25 diameter across bottom - 15 high - 4 across top.
