Have you tried looking at your local councils adult education centre or any local adult education centres, they can often work out the cheapest. Also have a look at this website

I know that there are courses in Lincoln on cake decorating as some of the ladies I go to weight watchers with were talking about it last year. I have just done a quick google search and there is this website http://www.sugarartoflincoln.co.uk/courses/index.aspx. I don't think this is the one that the ladies were talking about as I thought they mentioned they went to city school to do it in the evenings.
