I think the issue with recycled glass rods, is that it is so difficult to know the exact type of glass and glass has different properties and headting needs.

Do you need rods? Beads can be made from recycled glass (bottles etc) just by breaking the glass into pieces and winding them as usual. You can't mix them with anything else, and there's a lot of guesswork involved in annealing though as the COE of the glass is going to be unknown.
