Varnish makes ink run

I just glued some rubber stamped pics down, using Impress ink.I then painted clear varnish over the top but the ink in the picture ran.

Is there a type of ink i should use or is there a paper varnish available?

Perhaps 'Stazon' would have been better for the stamping. No chance of this running.
