Hi Dorothy
I don't think there are any regulations surrounding them as they are room fresheners. Just cover yourself with a warning about not getting the fragranced diffuser base on polished surfaces, avoiding contact with skin as it could irritate the skin, etc.
I hope they sell well for you. I've been thinking about adding them as part of my range I've talked to some friends who've used them and they would only recommend them for small rooms like cloakrooms or bathrooms. In a large room they don't give off a strong aroma. Mind you they were shop bought ones and everyone know that they're not the same as a hand made product. This I know from my candles and melts, many people comment on how much stronger and longer lasting they are compared to shop ones.
Mmmm ... I may dabble with them myself soon ;)
Good luck at the craft fair

Hi Scorch
They are for fragrancing your home.
You can see some here (http://reeddiffusers.org/shopsite_sc/store/html/index.html)
