Help with Jacobs Ladder please

Hi there I am planning to make a Jacobs Ladder for my young grandson but I have a problem with which glue to use. I want to stick photos on it but I need it to be 3yr old proof as he is very inquisative, likely to pick at edges. I had thought of laminating the pictures before attatching to the coasters but which glue will I need to use for laminate to coaster?

Thanks for the link I think the paper Mod Podge will be the way to go
